Why Does Everybody Keep Caring About Yap?
Every few decades, somebody looks at a map of the Pacific Ocean and remembers Yap exists.
Yap is a small group of islands in the western Pacific, today part of the Federated States of Micronesia. It doesn’t possess enormous oil reserves, a massive industrial economy, a giant population, or some other obvious resource that would explain why major powers have repeatedly become interested in it. Yet Germany, the Netherlands, Japan, and the United States have all managed to care quite seriously about Yap at different moments in modern history. Then they stop caring, until somebody remembers Yap again.
The explanation isn’t really Yap. It’s everything people keep building around it.
At the beginning of the twentieth century, that meant submarine telegraph cables. Germany had acquired the Caroline Islands from Spain in 1899 and soon participated with the Netherlands in creating the German-Netherlands Telegraph Company. The project was backed by an agreement between the German and Dutch governments and connected communications systems in the Dutch East Indies with the wider international cable network. The important junction was Yap. Cables radiated from the island toward Menado in the Dutch East Indies, Shanghai, and Guam, where they could connect with the American trans-Pacific cable system. The German and Dutch governments subsidized the enterprise and exercised supervision over the company.
Suddenly Yap mattered, but there wasn’t anything particularly remarkable about the land that caused this transformation. Engineers had simply placed enough important wires around it that governments acquired reasons to care who controlled them.
World War I then created a problem nobody laying the cables had planned. Japan entered the war against Germany and occupied Germany’s islands in the Pacific north of the equator, including Yap. After Germany’s defeat, Japan received a League of Nations mandate over the former German islands.
That answered the question of who controlled Yap, but it didn’t answer who controlled all the cables attached to Yap. The United States had its own interest because the Yap-Guam cable connected into the American communications network. The Netherlands had financial and communications interests associated with the former German-Netherlands system. Japan now administered the island and had its own communications requirements. The resulting diplomatic disagreement became one of the lesser known issues surrounding the emerging postwar order in the Pacific.
The solution eventually resembled three governments discovering they had inherited the world’s most geopolitically inconvenient extension cord. The Yap-Shanghai cable would belong to Japan, the Yap-Guam cable would belong to the United States, and the Yap-Menado cable would belong to the Netherlands. Arrangements would then be made so all three countries could operate connecting cable services at Yap. The American and Dutch cables were also to operate without taxation or control by the local Japanese authorities.
Japan could administer the island without possessing exclusive control over everything running through it. This was infrastructure diplomacy before anyone called it infrastructure diplomacy.

The Conference Needed Yap While Negotiating Yap
Shortly before the Washington Naval Conference, Japan developed a communications problem. Its Tokyo-Bonin cable had suffered a break near the Bonin Islands, which seriously impaired telegraphic communications between Japan and the United States at precisely the moment Japanese diplomats needed rapid communications with Tokyo for one of the most important international conferences Japan had ever attended.
Japan needed another route, and fortunately there was one through Yap. Japan proposed temporarily using the Naba-Yap-Guam route, with the Japanese Telegraph Administration operating the Yap end and the Commercial Pacific Cable Company operating the Guam end. President Warren Harding eventually authorized provisional use of the cables in December 1921, explicitly citing the importance of rapid communications between Washington and Tokyo while the conference was underway.
The United States and Japan were therefore negotiating the political and communications architecture of the Pacific while relying upon the communications architecture of the Pacific to conduct the negotiations. Yap wasn’t merely being discussed at the Washington Naval Conference; the conference needed Yap.
The importance of the Yap cable is easier to overlook today because international communication has become nearly instantaneous and largely invisible. In 1921, an undersea telegraph cable was physical infrastructure connecting governments, businesses, financial markets, newspapers, and military organizations across enormous distances. Messages still had to enter the network somewhere, travel along specific routes, pass through cable stations, and emerge somewhere else. Controlling a small piece of geography could therefore matter because important information physically traveled through it.
This also explains why ownership of Yap and ownership of the cables could become separate diplomatic questions. Japan could possess the island while the United States and Netherlands still cared deeply about their ability to communicate through it. The dispute wasn’t really over whether Yap belonged to one country or another. It was over whether control of the land should also provide control over the network passing through it. Once the cables are drawn onto the map, an argument between major powers over a tiny Pacific island suddenly becomes much less strange.

Never Mind. We Don’t Need Yap.
Twenty years later, everybody cared about Yap for an entirely different reason. Japan still controlled the island, but telegraph cables were no longer the only technology determining its strategic value. Aircraft, airfields, naval logistics, fleet anchorages, and the enormous distances of the Pacific War had created a new infrastructure map.
The United States began considering Yap as part of its advance across the Pacific. In 1944, American planning for Operation Stalemate II included attacks on the southern Palaus along with Yap and Ulithi. Yap could contribute to the American advance toward the Philippines, while nearby Ulithi offered the possibility of a major fleet anchorage. Plans were made, forces were allocated, and Yap was important again.
Then American forces discovered Japanese resistance in parts of the Philippines was weaker than expected. Admiral William Halsey recommended accelerating the advance toward Leyte and bypassing objectives that were no longer necessary. The planned invasion of Yap was canceled.
Instead, the Americans simply isolated it. Yap’s air facilities were neutralized while the United States occupied Ulithi without opposition and turned its enormous lagoon into one of the most important fleet support bases in the western Pacific. After decades of international arguments about Yap, military planners had reached a new conclusion: never mind Yap.
The island hadn’t moved; American capabilities changed. Aircraft range, carrier aviation, fleet logistics, intelligence, and the changing military situation altered the value of occupying one particular piece of land. Yap could still contain Japanese troops and infrastructure without requiring American soldiers to capture it. The strategic calculation had changed faster than the geography, and for the next eighty years Yap remained approximately where everyone had left it.

They’re at It Again
In March 2025, the United States Department of Defense and the government of the Federated States of Micronesia announced an agreement allowing the Pentagon to begin planning and construction of important infrastructure projects in Yap State. Future American defense investments in the FSM and Yap were estimated to exceed $2 billion. The stated purpose was to provide strategic operational and exercise capabilities for American forces and strengthen the U.S. regional posture in the Indo-Pacific.
Pentagon budget documents include hundreds of millions of dollars associated with Yap airfield projects, including port and harbor improvements and runway extension. Apparently, somebody looked at the map again and remembered Yap.
The historical repetition gets even better because communications cables have returned too. The old telegraph cables are obsolete, but Yap is now connected to modern submarine fiber optic infrastructure. A 316 kilometer Yap Spur connects the island into the SEA-US submarine cable system through Guam.
Guam, Yap, and a submarine cable are together again. The signals have changed from telegraph messages to enormous quantities of digital information, while the military infrastructure has changed from the airfields of WWII to the requirements of twenty first century Indo-Pacific operations. But somebody still needs infrastructure in roughly the same part of the Pacific, and Yap is still sitting there.
Yap Didn’t Move
There’s a tendency to describe certain places as possessing permanent “strategic importance,” as though strategic value were somehow embedded in the soil. Yap suggests something more interesting because strategic geography can be technological. A location becomes important because a particular network makes it useful, and changing the network can change the value of the location with it.
Telegraph cables made Yap important enough for Germany and the Netherlands to invest in it and for the United States and Japan to argue about it. Aircraft and Pacific logistics made Yap important enough for the United States to plan an invasion during WWII, while improved American capabilities later made capturing it unnecessary. Modern fiber optic cables, airfields, military dispersal, and renewed competition across the western Pacific have made Yap relevant again.
Nobody really seems to want Yap simply for the privilege of owning Yap. They want the cable landing point, the communications route, the airfield, the operating location, or whatever piece of infrastructure happens to make Yap useful during that particular generation. That explains the comically indecisive history of the place.
Every generation that becomes interested in Yap is responding rationally to the network it inherited. Then the network changes, Yap stops mattering quite so much, and another generation builds another network. Eventually, somebody looks at the Pacific and says, Wait a minute. What about Yap?
The cables changed, the airplanes changed, the military requirements changed, and the communications technology changed. Yap didn’t move. Everything around Yap did.
